The Kingston Police will use this page to notify the public of the impending release into the community of High-Risk Offenders, pursuant to the Police Services Act, ONTARIO REGULATION 265/98

In the interest of community safety, Chief William Closs, under the authority of the Police Services Act of Ontario, discloses the following information regarding 50-year-old James Robert Bateman.  

In 1985, Bateman was first convicted of sexually assaulting an adult female in Kingston and received a 3 year sentence. After numerous further sexual assaults of an under age female he was sentenced to eight years in a federal penitentiary. Bateman was again convicted of sexual offences on children in 2002 and received another federal sentence. On January 14, 2005 Mr. Bateman was released after serving his entire sentence. He was subsequently placed on a Section 810 recognizance order, which he breached, and was again incarcerated in a federal institution. 

Bateman was released today after serving that entire sentence without participating in sexual treatment.

Bateman is described as a white male, 50 years of age, 5’4”, 200 lbs, with long gray/brown hair and blue eyes.

Bateman is on probation for three years with a number of conditions in relation to reporting, non-association with persons under the age of 14 years, and being in areas where persons under 14 years would reasonably be expected to be found, such as parks, playgrounds, swimming areas, schools, daycare centers and community centres.

In the interest of community safety, Chief Bill Closs of the Kingston Police, under the authority of the Police Services Act of Ontario, discloses the following information regarding 53-year-old Oscar Alcide BROSSEAU.

BROSSEAU is described as a white male, 5 feet 8 inches, 175 pounds, with short dark brown receding hair, moustache, and blue eyes  He walks with a cane.   

Oscar BROSSEAU was first convicted of sexual offences in Chatham , Ontario , in 1995 but did not receive federal time.  In October 2000, BROSSEAU was again convicted of sexually assaulting boys in the Windsor area.  At that time he was sentenced to incarceration in a federal penitentiary.  In February 2001 BROSSEAU was further convicted of four counts of Indecent Assault Male, and an additional sentence was imposed, to be served consecutively to his October 2000 sentence.  In total, there are 13 victims involved in the current 26 convictions involving sexual and related offences. 

After serving his entire sentence of six years and six months, BROSSEAU will be released on April 25, 2007.  BROSSEAU continues to deny his guilt of the majority of his offences and is considered to be an untreated sex offender.  

BROSSEAU has a history of offending against male victims ranging in age from 9 to 17.  Mr. Brosseau was between 19 and 45 years of age when he committed the offences.

BROSSEAU is subject to a number of conditions imposed by the Kingston Police in a Section 810 Recognizance Order.  The order, as prepared by the Kingston Police, has conditions in relation to reporting, non-association with persons under the age of 14 years, and not being in areas where persons under 14 years would reasonably be expected to be found, such as parks, playgrounds, swimming areas, schools, daycare centres, and community centres.  The conditions also include a curfew.

In the interest of community safety, Chief Bill Closs of the Kingston Police, under the authority of the Police Services Act of Ontario, discloses the following information regarding John Richard McCauley aged 45 yrs.  

McCauley has numerous convictions dating back to 1984, which include six offences of sexual assault and some with violence.  All of the sexual assaults were on females some of which were predatory in nature and some the victims he knew. The latest victim being a person under the age of fourteen years.  On his last offence due to his offence history he was place on a Long Term Supervision Order for a period of 10 years. 

McCauley will be residing at 508 Portsmouth Ave. the Portsmouth Community Correctional Centre after serving his full sentence of five years.    

McCauley is subject to a number of conditions that include; no contact with persons under the age of 19 yrs unless under supervision.

McCauley is described as a white male, approximately 5’4”, 165 lbs, short brown hair, brown eyes.

The Kingston Police and the Correctional Service of Canada will work in conjunction to monitor the conditions of his release to ensure public safety.

In the interest of community safety, the Kingston Police, under the authority of the Police Services Act of Ontario, Chief William Closs discloses the following information regarding 32 year old James Kenneth BARTRAW who was released on Statutory Release.

BARTRAW will be residing within the community.

BARTRAW was recently discharged after serving a custodial order for sexually assaulting young boys.

BARTRAW is described as a Caucasian male, 5’7”, 220lbs with brown hair and blue eyes.

Police are seeking conditions through the courts in order to assist with his supervision.

In the interest of community safety, Chief William Closs, under the authority of the Police Services Act of Ontario, discloses the following information regarding 42-year-old Kelvin John FISCHER.  

In the summer of 1988, Fischer was first convicted of sexually assaulting boys in the Kitchener area and after numerous further sexual assaults was sentenced to eight years in a federal penitentiary. He was released on February 24, 2004 after serving his entire sentence. He was subsequently placed on a Section 810 recognizance order, which he breached, and was incarcerated in a local provincial institution. The conditions that he breached were in relation to non-association with young boys.

Fischer, who is known to go by Johnny, is to be released on June 18, 2005 after serving his sentence.

Fischer is described as a white male, 42 years of age, 5’8”, 190 lbs, with short dark brown hair and hazel eyes.

Mr. Fischer is described as a homosexual pedophile, with a history of grooming young males by giving them gifts, and has resorted to violence in some instances. He is known to befriend single mothers to gain access to the children.

Fischer is on probation for three years with a number of conditions in relation to reporting, non-association with persons under the age of 14 years, and being in areas where persons under 14 years would reasonably be expected to be found, such as parks, playgrounds, swimming areas, schools, daycare centers and community centres.
